Activates the reviewed create-mode Grafana OIDC overlay for Authentik and monitoring, adds the two SOPS-encrypted namespace-local client manifests, and updates the offline contract tests and runbook. Local checks: Grafana OIDC preparation, observability preparation/dashboard, staged secret scan, Kustomize renders, SOPS filestatus, and shell syntax.
