Summary

group Renovate mise updates to reduce same-file queue collisions
request a fresh Multica review when byte-level delta equivalence fails after a base update
mark the superseded, capability-bound Multica issue blocked after the new review request is accepted
document and regression-test the strict re-review path

Trust boundary

The internal webhook is only a wake-up signal. infra-ci creates a new single-use capability for the updated head, and the callback still re-reads Forgejo before accepting a verdict.
